Dr. Howlett lives in Windsor, CT with his wife Catherine. They have three grown sons, Nathan, Andrew and Brian.

His love for working with children and families was exemplified when he coached youth soccer and baseball for over 9 years. He has been a leader to both the Cub Scouts and Boy Scouts. He has used his musical talents as a member of the Poquonock Community Church choir and has directed the Youth Choir and the Adult Choir for special music. He has spoken locally on health issues and has participated in the Tar Wars program of the AAFP in the local schools. He was a founder of the "Gridiron Club", the booster club for Windsor High School football and was the video editor of WHS football games which were used for teaching the team and shown on WIN-TV, the local cable access station. Dr. Howlett enjoys golf, snowboarding, skiing, sailing and power-boating. He also enjoys playing the piano and taking art courses in watercolor. In fact, he has had his artwork published on the cover of "Connecticut Medicine" on a number of occasions.

As an Associate Clinical Professor of Family Medicine of the UConn School of Medicine and the Quinnipiac School of Medicine,  he enjoys teaching medical students the speciality of family medicine at the East Granby Family Practice office.  His special interests in family medicine include pediatrics, office surgery and sports medicine.

Dr. Howlett, a partner of East Granby Family Practice, LLC,  was also the project director for the implementation of electronic medical records (EMR) at EGFP.  He was responsible for the submitting the applications and becoming certified through NCQA as one of the first nationally recognized Patient Centered Medical Homes - Level 3 in Connecticut in 2011 and re-certified in 2014. As a result of early adoption and innovation using EMR for patient care, EGFP has been recognized locally as a leader in providing comprehensive preventive and ongoing medical care. EGFP is a part of local and national study projects that examine how EMR improves medical care and has won various awards for delivery of such care.

Dr. Howlett's long association with the Connecticut Academy of Family Physicians, his work with Qualidigm  and his seat on the Board of Directors of St. Francis HealthCare Partners gives our patients a voice and an advocate at the local and national level in resolving issues relating to insurance and pharmacy policies and in improving the comprehensive delivery and documentation of quality care. As a Regional Medical Director for Saint Francis Hospital HealthCare Partners, he is responsible for educating primary care providers in population health, while continuing to provider comprehensive value based cost-effective medical care.

East Granby Family Practice, (EGFP) recognizes the importance of the coronavirus pandemic and offers the following helpful  information. 

Initial administration of the vaccine has been at predetermined locations throughout the state. Patients can register in VAMS (Vaccine Administration Management System) of the CDC and then schedule a visit . You may be able to choose a location near your home. All persons from age 12 and older are able to register and schedule to receive a  vaccine.  A direct link to sign into the VAMS system is https://dphsubmissions.ct.gov/OnlineVaccine.

Another option, rather than going through the VAMS system,  go to https://portal.ct.gov/Coronavirus/covid-19%20vaccinations, for more locations. There you can input your zip code and find a location that might also be giving the immunizations outside the VAMS system. A call to the location can sometimes secure an appointment; registration on a pharmacy website might also get you an earlier appointment. Your local town hall may also be helpful . If you are unable to use a computer or do not have e-mail options, then use the CT COVID Vaccine Appointment Assist Line at 877-918-2224 Mondays through Fridays from 8:00 a.m. to 4:30 p.m.

We have registered to distribute the COVID vaccine to our patients in our office through the Department of Public Health (DPH). It is anticipated that we will be able to distribute the vaccine in our office starting in the fall. More information to come. Presently, vaccines are NOT being distributed through private offices, so please go to https://portal.ct.gov/Coronavirus/covid-19%20vaccinations ,register and get the vaccine as soon as able.

Please call our office once you have received the vaccine so we may record it in you chart.

Understand that each state may distribute the vaccine a bit differently from the general guidelines. If you feel you have symptoms of the COVID-19 illness and have not been vaccinated, Symptoms of Coronavirus | CDC,  then call the office and we will give safety procedures, including the use of a face covering, to be seen in the office.  We now have the ability to test our patients for COVID19 during a sick visit evaluation.  If you feel that you do not need an in-person evaluation, but want to be tested, go to https://portal.ct.gov/coronavirus , or United Way 211 (211ct.org). 

If you have recently been ill with the COVID-19 illness, then you may need to postpone routine in-person office visits until 10 days have passed since the date of the positive test and 48 hours have passed since you have had symptoms.  A Telemedicine visit (see below) is available if needed for medical care during this time. 

If you are ill and you have been vaccinated, then, in most instances, an in-person office visit is appropriate.  However, we will still use the utmost caution to protect you and our staff during the office visit and a face covering is still required. 

In the meantime, please be careful during this period of the coronavirus pandemic. Wear a face covering or mask when out in crowded public places and keep your contacts with others brief. Practice social distancing and self isolation. Wash your hands well with soap and water often. Keep your immune system healthy by staying positive, stay hydrated, exercise in fresh air, avoid alcohol overuse and get plenty of sleep. Take your multivitamin, with Vitamin D and Zinc, and your medications as directed. Stay well. 

Other office policies and information:

During this coronavirus pandemic, we understand that some patients may wish to postpone or cancel their appointments for care. We urge those patients to consider telemedicine. (see Telemedicine section under "Forms and Links") This is either a telephone call or a telehealth face to face HIPAA compliant virtual visit.  Medical problems can be addressed, prescriptions refilled, medications updated and laboratory or diagnostic tests ordered. In this manner , we can continue to address your medical needs in a timely manner.  Please keep your appointment in person at the office, or convert your visit to a telemedicine visit when you confirm your appointment. Many patients over age 65  with Medicare or Medicare advantage plans are finding, during this coronavirus pandemic, an opportunity to complete the insurance encouraged  Annual Wellness Visit, (See Annual Wellness Visit under "Services") since this evaluation may be completed through the telemedicine services offered by our office. 

EGFP, LLC is a full service medical office that provides both preventive care for children and adults, and medical treatment of pediatric and adult patients for chronic medical problems and acute illnesses. The providers perform office surgery, dermatological procedures, pulmonary function tests, radiological tests, electrocardiograms, immunizations, phlebotomy, audiology tests, and tympanography.


The practice provides comprehensive medical care in the suburban and rural communities north of Hartford, Connecticut which includes the towns of East Granby, Granby, Windsor, Windsor Locks, Suffield, West Suffield, Enfield, Simsbury, Avon, Bloomfield and East Windsor. We also provide care for adjacent communities in south central Massachusetts.
